President Bill Riggins called the meeting to order about 12:09 PM. The members in attendance were President Bill Riggins, Rex Erickson, Joseph West, Rich Ballou, and Marsha Bjornn. Guests in attendance included John Weber. Metayia Togo, Richard Horner and Terry Butikofer were in attendance providing administrative support.

President Riggins then started the meeting with a proposal to modify the order of the April 30, 2014 agenda to able the meeting to run more efficiently within the time available. Joseph West made the motion to grant the proposals request and Rex Erickson seconded his motion. Motion carried.

Approval of meeting minutes
Minutes from previous meeting were not available for approval. The later approval of the minutes was moved to the next upcoming Rexburg Redevelopment meeting.

Downtown District
Madison Fire Station
Terry Butikofer announced that the Madison Fire Department received their block grant and soon will be ready to receive the amount of support agreed. There was some discussion about the plan amendment and contents within the plan.

Potential Urban Renewal Projects Downtown
Richard Horner discussed a couple of downtown improvements and projects that are up and coming. On 2nd South 4th West there is an overhead light signal needed to create a more efficient flow of traffic and safer crossing area for pedestrians. The requested cost to the agency for the signal is 75,000. There were many comments made about the signal and the agency agreed that is was in dire need and would be a great improvement to the cities roadway. Joseph west made a motion to approve the plan for the signal and Jerry Merrill seconded the motion, the motion passed.

Discussion on additional Downtown District Area verses a new District
Richard Horner discussed the topic of expanding the downtown district and possibly a creation of another. Mr. Horner explained the details about the process and how it would be beneficial to downtown. There many comments made about the subject and it continues to be under discussion with the agency.

3-D Modeling Downtown Buildings
There was a request for funding the creation of 3-D building models for downtown buildings. The models can assist in future projects as well as remodeling of older buildings. This computer application can help envision projects and improvements before starting construction and helps get a feel of what the final project will look like. The funding amount requested was 5,000. There were many comments and concerns about the request and the agency agreed to ask them to seek other resources for funding first and come back when they have more information.

North Highway District
Community Park Baseball Diamonds
With help from the city of Rexburg the baseball fields have been approved and will soon be under construction. There was some discussion about construction details and expenses. Although the baseball fields are estimated on not being finished until spring of 2017, the agency is excited to start this well deserved project.

Riverside Park Parking and Access
Parking lots and roadways are in need of finishing for this upcoming busy summer. When the parking lots are complete it will facilitate plenty of parking access for both Rexburg Rapids and nearby soccer fields.

Street Reconstruction
Richard Horner mentioned the request for some funding to resurface the roadway from Center St. to 2nd E and 2nd N. Mr. Horner noticed that the requested roadway was not in the district but it was still worth looking into and asking the agency for funding. There were many comments made and the agency agreed that the roads really are need of resurfacing and would be a great improvement. The construction would not begin until spring of 2015.

There was a motion made by Rex Erickson to request reimbursement from the previous projects and proceed and finish the new projects. Jerry Merrill seconded his motion. Motion Carried.

Potential North Interchange District
North Interchange Area Progress
Terry Butikofer reviewed with the agency about the meeting with Sugar City. The meeting was to insure that the city was okay with a piece of their land included in the North Interchange District. Sugar City responded in wanting to expand that area and proposed an additional piece of land in the District. And if the agency would agree with the proposal then there would be a need to create a new eligibility report and approve that to able the North Interchange District to be approved. There was some discussion about the new area. Joseph West made a motion to accept the new part of land proposed by Sugar City and study a new corner into the District. Rich Balou seconded the motion, motion carried.

General Discussion
Due to time restraints a couple of the subjects on the agenda were tabled and will be discussed at a later date.

Attendance at AIC Conference
Jerry Merrill made a motion to have someone from the Rexburg Redevelopment Agency attend the AIC Conference for training. Rex Erickson Seconded. Motion Carried. The board member assigned to that conference will be chosen at a later date.

Adjournment
The agency agreed that the next meeting will be on Tuesday, June 17th, 2014 at 1:00pm Marsha Bjorn made a motion to adjourn and Rex Erickson Seconded. Meeting was adjourned.
