Meeting Minutes – April 29th, 2020

Members: Richard Horner, Robert Chambers, Douglas Hancey, William Riggins, Traci Peterson, Tisha Flora, and Randall Porter by phone
Visitors: Scott Miller (City), Matt Nielson (City), and Amanda Laresse

Welcome
Chairman Richard Horner called the meeting to order and welcomed Bill Riggins and Tisha Flora.
Administrative Items
The March 12th, 2020 meeting minutes were motioned to approve by Robert Chamber, and second by Doug Hancey. The minutes were approved. All invoices were approved. Doug Hancey motioned to approve, and Randall Porter second the motion. Discussion about the clarification of the bank accounts was done.
North Highway District:
The de-annexation of properties was discussed. This de-annexation would allow the areas to be included in other districts. Resolution 2020-02 passed which a motion to approve from Traci Peterson and Robert Chambers who second the motion.
Map included: mustard area- North Highway District ending in 2022, but there are still projects that need to be completed so the purple area is what is being annexed out of North Highway and into the new North Central District. The North Highway District still has bond payments to the Bank of commerce that are ok’d for the de-annexation. There are also still 3 years of bond payments left.
The city awarded $1.6 million contract to Jerome Bowen Construction for the Baseball Quad which covers all but installing the lightning. The City is obtaining more donations to help pay for lightning.
Washington School District:
Bron Leatham, Jay Jenks, and Skyler Jenks are working on the property to the South in the Washington School District. Richard Horner signed an extension for six months for an exclusive agreement. The agreement is good through the end of September.
University Boulevard District:
The round-a-bout will be done in 2020-2021and will need more acquisition of Right of Ways.
North Interchange District:
This year there will be widening of Moody Road railroad crossing. There was property purchased for a credit union going in by Walmart
General Discussion:
Discussion of possible future districts
North Central district: 2020 district property from North highway district College Avenue District- 2021 all but Bernie Jensen
