Welcome
Chairman William Riggins called the meeting to order.

Administrative Items
The December 15, 2021 meeting minutes were reviewed. A motion to approve the minutes was made by Tisha Flora and a second by Doug Hancey. The motion was approved with all members saying “Aye.”

The invoices listed were motioned to approve and pay by Doug Hancey and a second Tisha Flora. The motion passed with all members saying “Aye.”
1. ECIPDA: $584.00
2. Elam & Burke: $1,224.00
3. David Scherf: $750.00
4. Madison County: $80.42
5. Leatham Development: $1,000.00

The draft annual report was reviewed. It will come before the board next month for approval.

Josh Bingham reviewed the annual audit. The audit came back clean with no findings. A motion to approve the audit was made by Tisha Flora and a second by Doug Hancey. The motion was approved with all members saying “Aye.”

Annual election of officers was held. A motion to nominate William Riggins as Chair, Doug Hancey as Vice-Chair, and Randall Porter as Secretary was made by Doug Hancey and a second by Doug Smith. The motion was approved with all members saying “Aye.”

North Highway District:
Joe Allen and Jim Hirrlinger showed the board their site plan for the Grover Property. It has 4 buildings each with 4 units containing 3 bedrooms and 2 bathrooms. There will be 32 parking stalls. They also showed the blue prints of the layout of the apartments. They have been in discussions with the City and are hoping to have it all approved soon. The agency reminded them of the need to keep the site looking nice, and keep as many trees as possible.

Washington School District:
Scott Johnson informed the agency that the property known as Horners Corner will revert ownership over to the City. The City will waive any debt against the district and it can sunset. The time frame for the agency to do anything with the property has expired.

Downtown District:
Negotiations are on-going with property owners for acquisition.

University Boulevard District:
The City is working with the University to get a ROW to extend the road to 2nd East
