Meeting Minutes – August 17, 2022

Members: Williams Riggins, Randall Porter, Robert Chambers, Doug Smith, Tisha Flora, and Mike Glasscock via zoom Traci Peterson

City: Scott Miller, Matt Neilson, Mayor Merrill, and Scott Johnson

Administrative Support: Krisi Staten from ECIPDA

Welcome

Chairman William Riggins called the meeting to order.

Administrative Items

The July 20, 2022 Meeting Minutes were reviewed. A motion to approve the minutes was made by Tisha Flora and seconded by Mike Glasscock. The motion was approved with all members saying “aye.”

The invoices listed were motioned to approve and pay by Robert Chambers and seconded by Doug Smith. The motion passed with all members saying “aye.”

  4. Bond Payments

Traci Peterson’s term has been extended for five years and has been approved by the City Council. A motion to ratify her extension on the board was made by Tisha Flora and seconded by Robert Chambers. The motion was approved with all members saying “aye.”

A motion to  ratify Traci Peterson’s role of vice chair on the board was made by Doug Smith and seconded by Robert Chambers. The motion was approved with all members saying “aye.”

A public hearing was held on the FY 2023 budget. A short discussion was had by the board members regarding the budget. A motion to approve Resolution 2202-05 was made by Robert Chambers and seconded by Tisha Flora. The motion was approved with all members saying “aye.”

A public hearing was held on the FY 2022 budget adjustment. A short discussion was had by the board members regarding the adjustment. A motion to approve Resolution 2202-06 was made by Doug Smith and seconded by Tisha Flora. The motion was approved with all members saying “aye.”

District Discussions

North Highway District

At the previous meeting the agency had decided to help with the improvements to the tennis courts. Mike Glasscock would like to have a sign that lets the public know URA provided the funds to improve the courts. It was decided that the City will ask the School District to place a sign on the fence stating so.

General Discussion

Scott Miller reviewed briefly the tax rolls in URA district and the effects over the life of each district.
