Meeting Minutes – July 20, 2022

Members: Williams Riggins and Randall Porter, Tisha Flora, and Mike Glasscock.

City: Scott Miller, Matt Neilson, Mayor Merrill, Bradley Peterson and Scott Johnson

Administrative Support: Krisi Staten from ECIPDA

Welcome

Chairman William Riggins called the meeting to order.

Administrative Items

The June 15, 2022 Meeting Minutes were reviewed. A motion to approve the minutes was made by Tisha Flora and seconded by Randall Porter. The motion was approved with all members saying “aye.”

The invoices listed were motioned to approve and pay by Randall Porter and seconded by Tisha Flora. The motion passed with all members saying “aye.”

  2. Elam & Burke: $1,424.00
  3. Clearwater Financial: $4,200.00
  4. Altura: $292.00

New board member Mike Glasscock has been approved by the City Council. A motion to ratify his position on the board was made by Tisha Flora and seconded by Randall Porter. The motion was approved with all members saying “aye.”

Scott Miller reviewed the draft FY 2023 budget. The board will study the financials and project list presented before the next board meeting.

Bill Riggins suggested the board take a van tour of the City. It will be scheduled sometime in September.

Scott Miller reviewed the FY2022 budget and possible adjustments to be made next month.

District Discussions

North Highway District

The tennis courts URA helped with initially are in need of repairs. The school district owns them currently. They have approached the agency to pay for the repairs, which are about $42,600. They will be resurfaced and marked for pickleball courts. A motion to pay for the resurfacing was made by Mike Glasscock and seconded by Tisha Flora. The motion was approved with all members saying “aye.”

The resolution that was passed last month was numbered incorrectly. A motion to renumber the resolution to Resolution 2022-04 was made by Tisha Flora and a second by Randall Porter. The motion passed with all members saying “aye.”

North Interchange District

North Central District

The fairground analysis is on hold, waiting on the County. They would like to also have the analysis include the future fairgrounds.
