Chairman William Riggins called the meeting to order.
Administrative Items
The May 18, 2022 Meeting Minutes were reviewed. A motion to approve the minutes was made by Tisha Flora and seconded by Robert Chambers. The motion was approved with all members saying “aye.”
The invoices listed were motioned to approve and pay by Robert Chambers and seconded by Tisha Flora. The motion passed with all members saying “aye.”

District Discussions
North Highway District
Once the agency closes the district with the resolution, the City Council will then close the district with a resolution. A formal letter will be sent to all taxing districts with a closing resolution from the City. The district will be returning approximately $24,500 to the County to be redistributed. Robert Chambers suggested a public announcement regarding the success of the district, noting this is a good time for positive public education. A motion to approve Resolution 2022-3 was made by Tisha Flora and a second by Robert Chambers. The motion passed with all members saying “aye.”
Washington School District
No discussion
Downtown District
Scott Miller gave a quick PowerPoint review of the downtown plan. Progress is being made and an RFP for a developer is planned to go out in December.
University Boulevard District
Matt Neilson discussed the improvements made in the district and the financial impacts they had.
North Interchange District
No discussion
North Central District
The City has asked a few groups to look at completing a market analysis for the fairgrounds to assess what the master plan should be and the asking price for the property. Scott Christensen will meet with the fair board. The cost for a market analysis will be approximately $60,000. The County is looking at new fairgrounds property currently.
General Discussion
- Doug Hancey has resigned from the board. The Mayor is looking for nominations for a new board member.
