Meeting Minutes – September 14, 2022

Chairman William Riggins called the meeting to order.

Administrative Items

  1. Chairman Riggins recognized and awarded Doug Hancey with a plaque to thank him for his many years of service on the Urban Renewal Board.
  2. The August 17, 2022 Meeting Minutes were reviewed. A motion to approve the minutes was made by Doug Smith and seconded by Tisha Flora.  The motion was approved with all members saying “aye.”
  3. Todd Smith from the City of Rexburg IT Department explained the invoice of $254,343.00 from the City of Rexburg. The City and Madison County have joined in collaboration to add $20 million worth of broadband fiber for the County.  Urban Renewal has allocated $2.08 million to contribute to the fiber coalition.  This payment is the beginning of the expenditure of the $2.08 million.

Discussion was had about what an investment it is to the future of Rexburg and future generations.  Mike Glasscock asked what is needed from URA to the City and County.  Todd answered saying money is always a need, so URA’s contribution is appreciated.  The City and County have received ARPA and other grants to help as well.

Scott Miller explained the reason for invoice from The Church of Jesus Christ of Latter-Day Saints.  The invoice is for the purchase of a right of way (corner of Sunrise Drive and S 2nd E) so Sunrise Drive can be expanded to eventually connect University Boulevard to a road that will wrap around the entire city.

Scott also explained the invoice from the School District, which is to finish the transferring of land deed of new tennis and pickleball courts to the City of Rexburg.

The invoices listed were motioned to approve and pay by Robert Chambers and seconded by Mike Glasscock.  The motion passed with all members saying “aye.”

A motion to approve the invoices was made by Robert Chambers and seconded by Mike Glasscock.  The motion was approved with all members saying “aye.”

District Discussions

North Highway District – No discussion.

Washington School District – No discussion.

Downtown District – Scott Johnson updated the Board about a meeting that will be held with the attorney to push along the project.  Chairman Riggins expressed concern about how long it is taking.  Design renderings were requested.

University Boulevard District – No discussion.

North Interchange District – No discussion.

North Central District – No discussion.

General Discussion

Scott Miller proposed that in addition to a formal meeting next month, the Board can take a tour of all of the current project the Agency is funding.

The next meeting will be Wednesday, October 19, 2022, at 12:30PM, tentatively.
