Meeting Minutes – January 18, 2023

Rexburg, Idaho

Attendance

Members:  Williams Riggins, Randall Porter, Tisha Flora, and Mike Glasscock.

Members via Zoom:  Robert Chambers and Traci Peterson

City of Rexburg:  Scott Miller, Mayor Merrill, Scott Johnson, and Matt Nielson.

Madison County:  Shawn Boice, Todd Smith (for Dustin Parkinson), and Bradley Petersen.

Administrative Support:  Taylor Carr from Altura

Welcome

Chairman William Riggins called the meeting to order.

Administrative Items

  1. November 16th Meeting Minutes were reviewed. A motion to approve the minutes was made by Tisha Flora and a second was made by Mike Glasscock.  The motion passed unanimously with all members saying “aye.”
  2. Scott Miller presented the invoices listed below, which totaled $1,692,916.19. Mike Glasscock made a motion to approve the invoices and a second was made by Tisha Flora.  The motion passed unanimously with all members saying “aye.”
  3. One invoice from Clearwater Financial for $1,060.
  4. Three invoices from the City of Rexburg and Rexburg Redevelopment Agency totaling $1,683,228.66.
    1. The invoices were for the street repairs and street widening in the North Highway District. They were also for fees, permits, Wheeler Electric invoices, and traffic signals.
  5. One invoice from Elam & Burke for $67.50.
  6. Four invoices from Madison County Treasurer totaling $8,560.03.
    1. The invoices were for property taxes on the four properties owned by the Agency.

University Boulevard District

  1. Scott Miller presented the final dealings for the sale of the 0.4 acres of excess land from the now complete 7th South Roundabout, adjacent to Bodifi. A survey was completed to determine right of way for any future City needs.  Access land is not needed anymore.  Justin Beard and Keith Davidson are confident with the current and final size of the roundabout and don’t see an expansion necessary in the future.  Rory Kunz appraised the property, as is, for $11,338.00, and says that it would only be useful to Bodifi for a sign.  Bodifi has offered $20,000 to purchase it from the Agency.  Agency members have requested that a clause be included in the agreement requiring landscaping of the property, especially the 15-foot strip of land between the parking lot and sidewalk.  An additional clause will be included to ensure the property cannot be sold if it is planned to be an access point.  Mike Glasscock made a motion to sell the 0.43-acre property to Bodifi for $20,000 with a clause addressing landscaping.  Tisha Flora made a second motion.  The motion passed unanimously with all members saying “aye.”

Downtown District

  1. Board Members entered an Executive Session at 1:10PM to discuss ongoing contract negotiations with the City of Rexburg. All visitors were excused.  Roll was called to ensure all agreed to enter the Executive Session.  The following members were present and agreed to do so: Bill Riggins, Robert Chambers, Randall Porter, Traci Peterson, Tisha Flora, and Mike Glasscock.  Mayor Jerry Merrill, Scott Johnson, Matt Nielson, Scott Miller, and Taylor Carr were also present.
  2. Tisha Flora made a motion to exit the Executive Session. Mike Glasscock made a second motion.  The Executive Session was exited at 2:00PM and the meeting was adjourned.
