Meeting Minutes – October 19, 2022

Chairman William Riggins called the meeting to order.

Administrative Items

  1. September 14th Meeting Minutes were reviewed. A motion to approve the minutes was made by Mike Glasscock and seconded by Randall Porter.  The motion passed with all members saying “aye.”
  2. Scott Miller presented the invoices listed below. Board Members requested a breakdown of future invoices be available to them to review prior to approval. Tisha Flora made a motion to approve the invoices and Mike Glasscock seconded.  The motion passed with all members saying “aye.”
  3. Two invoices from Clearwater Financial totaling $5,550.00.
  4. Two invoices from Elam & Burke totaling $1,030.00.
  5. Scott Miller presented the potential sale of the 0.4 acres of excess land from the now complete 7th South Roundabout, adjacent to Bodifi. Bodifi has offered $20,000 to purchase it from the Agency.  Concerns about possible future needs for the land were expressed.  Members asked if the sale could be paused so an investigation into the possibility of needing to double the roundabout in the future could be done.  Members especially expressed concern about what the land could be used for/is zoned for if it is sold.  The prevention of storage units or unwanted structures being built is desired.  Justin Beard explained that the land is zoned as Community Business Center, so it can be used for and by most types of businesses.  No action items were made, but a meeting will be held with Planning and Zoning to investigate the possibility of a future expansion of the 7th South roundabout.

General Discussion

  1. The next meeting will be Wednesday, November 15, 2022, at 12:30PM.
  2. Board Members went on a tour of the Urban Renewal Districts.
    1. The tour began in the University Blvd District to look at the new 7th South roundabout.  The site of the future connection of University Blvd to 2nd East was then visited.  Next, members visited the North Interchange District see the improvement to Moody Rd., as well as the route of the proposed sewer line.  Members visited the soon to be ending North Highway District to see the new baseball quad and the tennis courts by Madison Jr. High School.  Members drove past the fairgrounds in the North Central District, as well as the property adjacent to Broulim’s in the now closed Washington District.  The tour ended in the Downtown District at the block of Carlson, College, Center, and 1st by walking the properties owned by the Agency.
