Meeting Minutes – August 16, 2023

Attendance

Welcome

Chairman William Riggins called the meeting to order.

Administrative Items

  1. The April 19th Meeting Minutes were reviewed. In Section Four of the minutes, it was requested that more context be added about the Meta case.  Mike Glasscock made a motion to approve the April 19th Minutes with the edits.  Traci Peterson made a second motion.  The motion passed unanimously with all members saying “aye.”
  2. Scott Miller presented the eight invoices (listed below), totaling $1,282,946.59. Robert Chambers made a motion to approve the invoices.  A second motion was made by Randall Porter.  The motion passed unanimously with all members saying “aye.”
    1. Clearwater Financial: $600.00
    2. City of Rexburg (Fiber, North Interchange District): $555,456.00
    3. City of Rexburg (Fiber, University District): $725,500.00
    4. Altura Community Consulting: $419.99
    5. Standard Journal: $204.50

    8. Elam & Burke: $579.50

University District

Per the University District Plan, improvements on 12th West and University Boulevards have already been approved.  It was proposed that a new traffic light be installed at the intersection of 12th West and University Boulevard to mitigate traffic from the high school.  It would be $656,451.  The City would pay and install it and RURA will reimburse.  No actions were taken but an action will be added to the next agenda.  Future projects were discussed, such as sidewalks along Yellowstone between McDonalds and Anytime Fitness, and sidewalks along University leading to Mesa Falls apartments.

Executive Session

By roll call vote from all present members, the Board entered Executive Session at 1:23 PM.  The Executive Session was closed at 2:19 PM.

Presentation of Proposed FY 2023 Budget Amendment

Scott Miller presented the proposed FY 2023 Budget Amendment.  There would be adjustments to the North Highway and University Boulevard.

Public Hearing for FY 2023 Budget Amendment

Chairman Riggins opened the public hearing.  There was no comment from any board members.  From the public, Mayor Jerry Merrill voiced approval.  Resolution 2023-02 was approved with a motion from Robert Chambers and a second motion from Randall Porter.  Resolution 2023-02 was approved unanimously with all members saying “aye.”

Scott Miller presented the proposed FY 2024 Budget.

Public Hearing for FY 2024 Budget

Chairman Riggins opened the public hearing.  There was no comment from any board members.  From the public, Mayor Jerry Merrill voiced approval.  Resolution 2023-03 was approved with a motion from Traci Peterson and a second motion from Mike Glasscock.  Resolution 2023-03 was approved unanimously with all members saying “aye.”
