Meeting Minutes – April 19, 2023

Chairman William Riggins called the meeting to order.

Administrative Items

  1. The March 15th Meeting Minutes were reviewed. Mike Glasscock made a motion to approve the March 15th Minutes.  Dustin Parkinson made a second motion.  The motion passed unanimously with all members saying “aye.”
  2. Scott Miller presented the four invoices listed below, which totaled $140,736.91. The invoices to CS Constructive Services and DL Evans were previously paid to avoid a substantial amount of late fees. Tisha Flora made a motion to approve the invoices.  A second motion was made by Mike Glasscock.  The motion passed unanimously with all members saying “aye.”
    1. CS Constructive Services: $2,627.63
    2. DL Evans: $136,050.28
    3. Clearwater Financial: $1,100.00
    4. ICRMP: $986.00

Presentation of FY 2022 Audit

Jay Doman from Rudd & Co. presented the Rexburg Urban Renewal Agency’s Fiscal Year 2022 Financial Audit.  Mr. Doman explained that the audit was found to have no material weaknesses.  Although it was not required, the audit found that internal control was found to be low risk with no material weakness.  Mr. Doman highlighted significant transactions that occurred in the fiscal year in each District.  It was discovered in the process of completing the Audit that there was still about $60,000 of cash in the North Highway District that is now closed.  Dustin Parkinson made a motion to accept the FY 2022 Financial Audit.  Tisha Flora made a second motion to accept the Audit.  The motion passed unanimously with all members saying “aye.”

General Discussion

Members asked for an update on the Idaho House Bill that would restrict Data Centers to be placed in Urban Renewal Districts.  The Bill was particularly to the new Meta data center that was built in Kuna, ID.  Idaho House Bill 328 was signed into law, restricting those data center in UR Districts.  RURA’s area State Sentators visited the prior weekend and did not seem keen on Urban Renewals.  It was requested that an audience be held with Senator Ricks to meet with him about Rexburg URA’s concerns.

North Highway District

$60,429.37 was found in the North Highway District fund during the completion of the audit.  It was proposed that funds be transferred to complete the 7th North road projects to zero out the North Highway District account.  Scott Miller discussed this proposal with Elam & Burke and was told it was legal.  Tisha Flora made a motion to approve the remaining North Highway District to be paid toward the City’s widening of 7th North projects.  Dustin Parkinson made a second motion.  The motion passed with all members saying, “aye.”

Executive Session

Mike Glasscock motioned to move into Executive Session.  Tisha Flora made a second motion.  The motion was passed by roll call from all present members saying, “yes.”  The Board entered Executive Session at 1:20PM.  Tisha Flora made a motion to close the Executive Session.  Mike Glasscock made a second motion to close the Executive Session.  The motion passed with all present members saying, “aye.”  The Executive Session was closed at 1:50PM.
