Meeting Minutes – January 17, 2024

Welcome 

Chairman William Riggins called the meeting to order.   

Administrative Items 

The November 15th Meeting Minutes were reviewed.  Dustin Parkinson made a motion to accept the minutes.  Mike Glasscock made a second motion.  The motion passed unanimously, with all members saying aye.  

Scott Miller presented the invoices listed below.  Robert Chambers made a motion to approve the invoices.  The second motion was made by Mike Glasscock.  The motion passed unanimously with all members saying aye. 

  1. Domain Listing:  $288.00 
  2. Altura Community Consulting:  $300.00 
  3. Elam & Burke:  $1,300.00 
  4. Elam & Burke: $1,475.00 
  5. Clearwater: $100.00 

 

Downtown District 

Scott Johnson presented the published RFP (see attached) for the Downtown District project.  It is due February 15, 2024 at 5PM.  The RFP was sent to 35 developers, who also shared it with others.  Final selection of the developer will be made on March 18, 2024. There will be two selection committees.  One for the selection of the developer, then another for the development and design of the project.  There is the possibility that multiple developers will be chosen, as there are multiple project areas.  There could be a developer that is only interested in one area and not the others.  There are voting and advisory seats on each committee, consisting of City, County, local businesses, and RURA.  Chairman Riggins will select who will be on each committee, and will contact them separately about it.  Tisha Flora made a motion to give Chairman Riggins permission to select who of the RURA members would be on each committee.  Mike Glasscock made a second motion.  The motion passed unanimously with all members saying aye.  

 

North Interchange District 

The City gave RURA members an update on the Carwash that is being built on Moody and N 2nd E.  The carwash is putting in a temporary water and sewer line and widening the canal on Moody road, in partnership with the City and RURA.  A bid of $141,308.00 was received.  RURA budgeted for $150,000.00 for the project.  Invoices for this project are expected soon.  Permanent lines are not being put in because a sewer lift needs to be put in, but the City is not ready to construct that yet. 

Local Infrastructure Development Districts 

Scott Miller updated RURA members on a new law that can allow URAs to create Districts just for infrastructure development called, Local Infrastructure Development Districts.  

 

General Discussion  

Mayor Merrill informed the Board about 4 acres that was donated by the Steiner family to become a park.  It is adjacent to BYU-I property, so the City is working on acquiring some of the school’s land to create a bigger park.  The school’s land is located in a URA district, which would allow RURA to participate in the project.  The City received a $1 million grant from USDA for parks, which will help pay for it.  

 

The next meeting is set for February 21, 2024.
