Meeting Minutes – November 15, 2023

Welcome

Chairman William Riggins called the meeting to order.

Administrative Items

The August 16th Meeting Minutes were reviewed.  Tisha Flora made a motion to accept the minutes.  Mike Glasscock made a second motion.  The motion passed with all members saying, aye.  

The October 18th Meeting Minutes were reviewed.  Tisha Flora made a motion to accept the minutes.  Dustin Parkinson made a second motion.  The motion passed unanimously with all members saying aye.    

Scott Miller presented the ten invoices listed below.  Mike Glasscock made a motion to approve the invoices.  The second motion was made by Dustin Parkinson.  The motion passed unanimously with all members saying aye. 

  1. Altura Community Consulting:  $960.00 
  2. Altura Community Consulting:  $240.00
  3. Clearwater Financial:  $1,500.00 
  4. Elam & Burke:  $1,000.00 

FY2023 City Project Billings 

For RURA projects, the City will put the costs into construction funds, then ask for reimbursement from the Agency at the end of the year for the project.  The following were presented and explained to be paid as reimbursements to the City for the listed amounts and projects: 

  1. $7,319.63 – For a sewer line that will be installed by Walmart where the new Tag ‘N Go car wash and LDS Temple will be.  Project is in the design phase.  
  2. $150,000.00 – For the construction of a canal bridge on Barney Dairy Road. 
  3. $57,944.86 – Final bill for traffic signal at 7th South and University.  
  4. $275,430.25 – For the new 7th South roundabout and railroad crossing.  Project is nearing completion, but Depatco is waiting for the railroad company to finish their portion.  
  5. $278,515.56 – For the 2nd Phase of the 7th South & Pioneer Road Roundabout. 

Tisha Flora made a motion to approve the invoices.  Mike Glasscock made a second motion.  The motion passed unanimously with all members saying aye.  

  

Downtown District Project & North Central District Projects 

Tisha Flora made a motion to enter executive session.  Randall Porter made a second motion.  By roll call vote from all members present, the Board entered executive session at 12:57pm. 

 

General  Discussion

The next meeting is TBD.
